It is before level 80(More specifically before level 45) is when choosing which utility skills and traits becomes important. Also, anyone who's worrying about min-maxing on their first character at level 11, is playing the wrong game. At level 1-45 is the best time to min-max. After that, OP can choose liberally on how he spend his hero points.

p2w means paying for skip content, pay > skip to lvl 80, pay> skip gearing, pay> skip hero point chase, pay> skip grind, if thats not p2w then I must say that black desert isn't pay to win Pay-to-win actually means paying for a power advantage that cannot be obtained without paying for said power advantage.

The other way to get hero points is from the open world hero points in the expansion maps that are worth 10 points each; a far more efficient way to get points. So really you don't have much of a choice when it comes to avoiding exploring the open world while maxing your specs. My only suggestion might be to follow a hero point train.

A quick "looking for help with ___ hero point at ___ location" is usually pretty successful. I don't remember how the hero points at the beginning are, but I can think of a few hero points in the expansions that should always be approached with a group -- they're just darn hard. There's a reason it's a MMORPG instead of a single player RPG :D Leveling to 80 gives you enough Hero Points to unlock everything except elite specs. Extra Hero Points are only earned from Hero Challenges (in the current maps or HoT maps) or the new WvW rank up I believe, so you can't just consume tomes on a level 80 character to get all the points needed.

Yeah, it's a little much. Perhaps they'll introduce some other ways to gain hero points (via LS3, open world, something) - it's a little out of character to have to do ~80% (per u/tertle's math) of the skill challenges of the current open world simply to gain access to a trait line.
